Partnerships Driving Retrofit at Jardine Crescent
Through the CHIC Healthy Homes Framework, Citizen Housing Group appointed Equans to deliver a major external refurbishment programme at Jardine Crescent in Coventry.
The project demonstrates how strong collaboration between housing providers, contractors and specialist consultants can deliver energy efficient homes while maintaining the character and heritage of existing buildings.
Improving Homes for Residents
Citizen is refurbishing four blocks of low rise maisonettes at Jardine Crescent, improving a total of 40 homes to make them warmer, more comfortable and more energy efficient.
The programme includes a new insulated roof system, upgraded double glazed windows and doors, modernised ventilation systems and the installation of a curtain wall façade system designed to protect the building envelope. Together, these improvements will significantly enhance the energy performance of the homes while also improving their external appearance.
The work has been supported by a £460,000 grant from the Warm Homes Social Housing Fund, helping Citizen deliver on its commitment to tackling fuel poverty and improving living conditions for residents.
Importantly, the refurbishment has been carefully designed to respect the architectural significance of the buildings. Jardine Crescent was designed by Arthur Ling, a notable figure in the city’s post war redevelopment, and the blocks are recognised by the Royal Institute of British Architects. As a result, the improvements have been developed to enhance energy performance while remaining sympathetic to the original design.
A Complex Environment
Delivering the works required careful planning and close collaboration between partners. The residential blocks are located above a busy shopping centre with more than 30 commercial units, all of which have remained open during the refurbishment works. At the same time, the homes themselves continued to be occupied.
This created a complex working environment where maintaining safety, minimising disruption and ensuring clear communication with residents and local businesses were essential throughout the project.
Procurement Through the CHIC Healthy Homes Framework
Citizen ran a competitive tender exercise through the CHIC Healthy Homes Framework, Lot 2c – Turnkey Solutions, enabling them to identify a delivery partner with the expertise required for the project.
Following the procurement process, Equans was appointed to deliver the programme. The framework provided Citizen with a compliant and efficient route to market, while ensuring contractors with the right experience in retrofit and refurbishment could be engaged.
Throughout the tender process, CHIC supported both Citizen and bidding contractors by providing clear communication, managing clarifications and ensuring the procurement process ran smoothly.
Collaborative Delivery
The refurbishment is being delivered through a strong partnership between several specialist organisations. Alongside Equans as the principal contractor, the project team includes Retrofit Assessor and Coordinator Crawford, Chartered Surveyors Insight Surveyors and Co and Retrofit Designer Property Technics.
Working collaboratively, the team has been able to manage the technical, logistical and heritage considerations of the project while maintaining progress on site.

This project highlights the role CHIC frameworks play in enabling strong partnerships across the housing sector. By bringing together Citizen , Equans and a team of specialist consultants, the framework has supported the delivery of a complex refurbishment programme that will provide lasting benefits for residents.
Once completed, the upgraded homes at Jardine Crescent will offer improved comfort, reduced energy costs and enhanced building performance, while preserving the distinctive character of this important piece of Coventry’s architectural heritage.
