Background & Requirements
Wiltshire Council requires a compliant and efficient route to procure a Managing Agent capable of delivering the Warm Homes Local Grant at scale across the county. The Council needs a partner that can support the full lifecycle of the programme, from engaging residents and assessing eligibility through to technical property assessments, installer management and the delivery of energy efficiency improvements for fuel poor households. The priority is to ensure a high quality, compliant service while maximising uptake of available funding and reaching those most in need.

To meet these requirements, Wiltshire Council has utilised the CHIC Healthy Homes Framework to directly award EDF as Managing Agent. This approach provides a fully compliant procurement route while significantly reducing the time and internal resource typically required for a full tender process.
Through this appointment, EDF delivers a complete turnkey service that covers resident outreach and application handling, detailed property assessments and PAS compliant retrofit design. The service also includes the selection and management of subcontractors, coordination of installation works and oversight of quality assurance and technical compliance. In addition, EDF manages the collection of evidence required for DESNZ reporting and funding claims, ensuring the programme remains robust, auditable and aligned with funding requirements.
The use of the CHIC Healthy Homes Framework enabled rapid mobilisation and established strong governance and cost control from the outset. This has supported Wiltshire Council in scaling delivery effectively and meeting key programme milestones.
