Better access to land and asset data

Norwich City Council wanted to improve how it managed and accessed information about its land and property assets. By combining Geographic Information System (GIS) mapping with specialist land surveying, the Council aimed to create a more accurate, accessible and reliable picture of its estate.

Accessing specialist GIS expertise through CHIC

Norwich City Council appointed CHIC to support the procurement of a GIS Mapping and Land Survey pilot project through CHIC’s Digital Asset Delivery Framework.

GIS technology brings mapping and location-based data together in a digital environment, helping organisations understand information linked to specific places. Land surveying complements this by accurately measuring and recording features such as land, buildings and boundaries. Together, these services provide a detailed and dependable view of land and property assets.

Using the framework, Norwich City Council gained access to specialist suppliers with the technical expertise required for the project.

A collaborative approach to procurement

CHIC supported Norwich City Council throughout the procurement process, helping the Council define its requirements and access specialist suppliers through a compliant procurement framework.

The Council retained responsibility for supplier evaluation, selection and contract award decisions in accordance with its governance and procurement procedures.

By providing procurement advice and access to a pre-qualified supply chain, CHIC supported the Council in securing specialist expertise through an efficient and compliant procurement route.

Delivering an innovative pilot project

Following the successful procurement, Norwich City Council appointed a specialist supplier and launched its GIS Mapping and Land Survey pilot project.

The pilot is expected to help the Council strengthen its understanding of its land and property assets, improve data accessibility and inform future asset management decisions.

It will also enable the Council to assess the accuracy and accessibility of existing land and asset records and evaluate the potential benefits of wider GIS mapping across its estate.
