Supporting Decarbonisation for Over 200 Homes in Barnsley
Challenges and Requirements
Barnsley Council required a delivery partner to support a large scale retrofit and decarbonisation programme across the borough, improving energy efficiency, affordability and comfort for residents while contributing to wider health and sustainability ambitions.
The £4.8m programme, funded through the Government’s Warm Homes Social Housing Fund Wave 3 and Warm Homes Local Grant, needed to deliver improvements to more than 200 properties, including a minimum of 160 council owned homes and 80 privately owned or rented properties. The project required a flexible, property by property approach to ensure that the most appropriate energy efficiency and low carbon measures were installed in each home, while maintaining strong resident engagement and value for money.
Solution and Route to Market
To meet these requirements, Sustainable Building Services Ltd (UK) (SBS) was appointed as principal retrofit contractor via CHIC’s Healthy Homes Framework. The framework provided a compliant and efficient route to market, enabling Barnsley Council to appoint an experienced delivery partner with a proven track record in delivering large scale retrofit and decarbonisation programmes.
SBS is delivering the scheme in partnership with Barnsley Council using an area based approach designed to maximise efficiency and accelerate benefits for residents compared to piecemeal interventions.
How CHIC Helped
CHIC’s Healthy Homes Framework enabled the partners to move quickly from funding award to delivery, reducing procurement timescales and risk while ensuring compliance with public sector procurement regulations.
By providing access to a framework of pre-qualified, experienced retrofit contractors, CHIC supported Barnsley Council in selecting a partner capable of delivering a complex, multi tenure retrofit programme at scale, while keeping residents at the centre of the delivery process.
Outcomes and Savings
More than 200 homes in Barnsley are now receiving energy efficiency upgrades and low carbon heating improvements. A property by property retrofit assessment approach is being used to identify and install appropriate measures, including solid wall and cavity wall insulation, smart heating controls, solar PV systems and low carbon heating solutions such as air source heat pumps.
The programme is delivering warmer, more energy efficient and affordable homes, supporting improved physical and mental wellbeing for residents while helping Barnsley progress towards its sustainability and decarbonisation ambitions. The area based approach is designed to achieve greater delivery efficiency and faster realisation of benefits for residents.
