Strategic Procurements – Frameworks and Dynamic Markets
By Liam Gratty, Director of Strategic Services, CHIC / Last Updated 26/10/2026
We are continuing to strengthen our procurement services for both members and suppliers. Alongside embedding the requirements of the Procurement Act into all new framework activities, we are progressing several procurements that will provide new opportunities for suppliers and give members access to high quality, compliant procurement solutions.
Here is what’s happening now and what to look ahead to over the coming months.
Happening Now
Asset Compliance & Assurance Framework - Evaluation in progress
Our new Asset Compliance & Assurance Framework will launch in November, supporting our members to monitor, manage, and maintain key compliance requirements across domestic and non-domestic assets.
Specialist suppliers will be available to help members meet their statutory, regulatory and building safety responsibilities.
Kitchen Materials Framework - Published
Our Kitchen Materials Framework is open for tenders. In response to the kitchen material market and member demand, we accelerated the publication of this tender to ensure that we continue to offer high-quality products from leading manufacturers in the sector.
The framework predominantly focuses on the supply of materials for kitchen installation and refurbishment for both domestic and commercial settings. The framework is expected to go live towards the end of December (subject to change).
On the Horizon
Roofing Systems and Related Works
We are finalising a new multi-lot Roofing Systems framework.
The framework will provide members with a comprehensive procurement solution for roofing repairs, maintenance and replacement works across traditional and specialist roofing types.
Independent Living & Mobility Framework
We are at the planning stage for a new framework to support independent living.
The framework will provide a consistent approach to identifying and delivering adaptations that help individuals live safely and independently while maintaining their dignity. It outlines how adaptation needs should be assessed and reviewed, with clear responsibilities for everyone involved. By supporting proportionate improvements to homes and access, the framework aims to improve mobility and wellbeing while reducing risks. It also promotes person centred decisions and effective use of resources through closer collaboration between housing, health and care partners.
Expected framework start: TBC
Useful tools for members
The Government Commercial Function has published “The Framework Practice Guide” which CHIC is reviewing to provide better value and best practice for its Members. This Framework Practice Guide has been designed with three primary user groups in mind, Centralised Procurement Authorities, Individual Contracting Authorities Who Establish Frameworks, and Public Sector Buyers.
Helping shape our proposed Welsh Framework
Our recent supplier engagement event gave suppliers and consultants an opportunity to help shape CHIC’s proposed Welsh Framework. Discussions explored how its scope could better reflect the Welsh supply chain and what would make tendering more accessible for SMEs.
This feedback will help us address potential barriers to participation as we develop the framework.
In case you missed it...
Last month we launched our new Consultancy Framework, helping landlords make informed decisions about their homes.
Dynamic Markets
We are preparing a comprehensive internal strategy for the transition of Dynamic Purchasing Systems (DPS) to Dynamic Markets in line with the Procurement Act 2023. This new approach will make it easier for suppliers to access procurement opportunities while giving members greater flexibility and choice when procuring services. We will share further updates as this work progresses.
